Second International Artcamp - Aiud, Romania
10 - 23 of August 1997
Organizers: Hungarian Cultural Society of Transsylvania, Mayor Office of
Aiud.
We will have 55 artists from 20 countries: Austria, Bulgaria, Hungary,
Moldavian Rep., Israel, Poland, China, Japan, U.S.A., France, Denmarc,
Nigeria, Australia, Germany, Czech Rep., Italy, Greece, Sweden, Turkey
and Romania.
During the camp we will assure food and sleeping place for free.
For oil-paintings and sculpture we also assure basic materials, but for
aquarell and graphic work we can not supply the needed necessary materials.
Every participant has to pay its own fare.
Our policy is that end of the camp the artists will give 3 of their
works to the organizers. At the end of the camp we will set up an
exhibition with the gathered paintings.
The program is based on and free working activities and trip.
The assistance and sposors will receive a work from the organizers.
We need your help to organize this artcamp.

The Hungarian National Bibliography, Bibliography of Books is now
available the Internet. Entitled: Magyar Nemzeti Bibliografia,
Konyvek Bibliografiaja - WWW, the three recent issues of the
bibliography are available at the URL:
http://www.oszk.hu/mnbkb/
The content of the bibliography corresponds to the printed version,
the structure slightly differs to assist easy use. In the main part
of the bibliography the entries are arranged in nine broad subject
groups based on UDC. Within the subject groups entries are sorted
alphabetically. An alphabetical index of names and titles, and an
ISBN index follow the main part. The identification number in an
index entry refers to the full bibliographic description which can be
displayed on the screen.
DOWNLOADING POSSIBILITY
Records in HUNMARC [Hungarian MARC based on USMARC] format can be
selected and downloaded, for subscribers. Five character sets are
offered.
DEMO VERSION
The Hungarian National Library offers a Demo Version for anybody to
experiment with downloading without subscription. Information about
the scope and structure of the bibliography, standards in use,
structure of the entries, and about other national bibliographic
services is also available in the Demo Version.
Until 31st of August, during a test period of two months, the
language of the system is only Hungarian. From 1st of September an
English version will also be available on the WWW and subscriptions
will be accepted. By the end of the test period five issues will be
available, from then the five most recent issues will be accessible.
Comments, remarks and suggestions are most welcome.

I think there can be an agreement between the NATO and a neutral country
which assure free NATO movement on or above the territory of the neutral
country. I mean supply or military operations, either airborne or on land
without asking permission for each individual movement. I guess Hungary had
something like this with the NATO when AWACS planes were used to
monitor the air activities over Bosnia. I do not think that Slovenia for
example would refuse to allow such a special status for NATO even without
being accepted in the first round.
Also I do not understand excatly what emergency situation A.Vadasz was
talking about. A local one, i.e Hungary may have a problem with one of
her neighbour? I guess in this case we can expect that a modernized
Hungarian army (together with other NATO forces stationed permanently
in Hungary if necessary) can handle the situation at least untill help
arrives. Or he meant global emergency, like Russian attack? In this sense
it is almost irrelevant whether the NATO can effectively defend Hungary
or not. The main point is that the Russians cannot do aggression against her
without having problem with other more powerful countries. If they are
willing to attack a NATO country than there will be other more serious
matters to worry about.

Members of the Hungarian Lobby are deeply interested in the future of
East-Central Europe, and recognize the need for simultaneous
integration of the countries of the region into NATO. This would
stabilize the whole region and assure the orderly transition toward
democracy and market economy, without the turmoil seen in the former
Yugoslavia.
Romania, a country of 23 milion people, with affinity toward Western
culture, at the same time represents the best potential base of
stability in the Balkans.
Romania's ongoing political democratization and reorganization of all
central and local governmental institutions, the inclusion of the
large Hungarian minority in the government, and the expected
subsequent satisfaction of legitimate minority claims are -- and may
become -- positive examples for the countries of the region.
A look at the map of Europe shows Romania to be the gateway to the
East. Only through this gateway will it be possible to access the
heart of Europe, and the key that will allow this gateway to stay
open -- and to defend it effectively at the same time -- is NATO
membership for Romania.
With an important economic potential due to a large and fertile
agricultural area, her metallurgical and defense industries ready to
produce for her allies, possessing the biggest maritime port in
Eastern Europe, with a multiethnic population and large urban
communities, Romania is just as much an important future partner and
ally of the European Community and of NATO as are Poland, the Czech
Republic, and Hungary.
For all of the above considerations, members of the Hungarian Lobby,
who during the last six months learned, along the the members of
Diaspora Romana, to cooperate in promoting the cause of democratic
transformation in Eastern-Central Europe, support the inclusion of
Romania, along with Hungary, the Czech Republic and Poland, among the
first group of countries to be integrated into NATO.

Members of the Hungarian Lobby are deeply interested in the future of
East-Central Europe, and recognize the need for simultaneous
integration of the countries of the region into NATO. This would
stabilize the whole region and assure the orderly transition toward
democracy and market economy, without the turmoil seen in the former
Yugoslavia.
Romania, a country of 23 milion people, with affinity toward Western
culture, at the same time represents the best potential base of
stability in the Balkans.
Romania's ongoing political democratization and reorganization of all
central and local governmental institutions, the inclusion of the
large Hungarian minority in the government, and the expected
subsequent satisfaction of legitimate minority claims are -- and may
become -- positive examples for the countries of the region.
A look at the map of Europe shows Romania to be the gateway to the
East. Only through this gateway will it be possible to access the
heart of Europe, and the key that will allow this gateway to stay open
-- and to defend it effectively at the same time -- is NATO membership
for Romania.
With an important economic potential due to a large and fertile
agricultural area, her metallurgical and defense industries ready to
produce for her allies, possessing the biggest maritime port in
Eastern Europe, with a multiethnic population and large urban
communities, Romania is just as much an important future partner and
ally of the European Community and of NATO as are Poland, the Czech
Republic, and Hungary.
For all of the above considerations, members of the Hungarian Lobby,
who during the last six months learned, along the the members of
Diaspora Romana, to cooperate in promoting the cause of democratic
transformation in Eastern-Central Europe, support the inclusion of
Romania, along with Hungary, the Czech Republic and Poland, among the
first group of countries to be integrated into NATO.

A.J.Vadasz reminds us of France's refusal to grant overflight rights
at the time of the retaliatory air raid on Libya, and concludes:

Without disputing any of Andy's points, I think the right question to ask
is whether the lack of a land bridge between Hungary and her prospective
NATO partners will in any way reduce the deterrent value of NATO's security
guarantees. Deterrence is the name of the game, and as far as NATO is
concerned, it worked flawlessly for 50 years. Does a few weeks' delay
in the arrival of reinforcements make a difference in a potential
attacker's mind? Even if it takes weeks or months to bring NATO forces
in at full strength, would a mad-dog dictator contemplating a Kuwait-style
land grab ever seriously expect to be able hold on to his gains for very
long? The point of deterrence is to affect the calculations of your
potential opponents. In the eyes of such a potential opponent (assuming
any exist) a few weeks' delay will not make a whole lot of difference,
provided there is no doubt in his mind that soon after he makes his move
he will have the full force of the alliance lined up against him.
